Why doesn't it seem accidental? They have left stuff like this in the game before that was pretty obviously supposed to be cut.

Yes they changed the rest of the quest, but it still seems accidental that they left the head in the game.

One of the generic bearded heads would fit best.

Personally it just seems like an oversight by Obsidian, like leaving the HK Factory dialogue with HK-47 in the game after cutting the HK Factory. After they cut the Dustil content, it was one of the little things they forgot to change, so it does not make sense to me to leave the Dustil head on Nebelish.

It is just a small little thing that always found odd. Dustil had a unique head; most unique heads don't get reused

No I mean will the next beta version of M4-78 be compatible with 1.8. If I were to test M4-78 I would like to know whether I would be using the 1.7 or 1.8.

One of the many things cut from TSL was Carth's son - Dustil Onasi. He was originally found in the secret tomb on Korriban where you would have had to fight him. When Obsidian cut this content, they did not change Dustil's unique face, so the new jedi they created, Nebelish, and Dustil look exactly the same. I personally think Dustil's face should remain unique. So do you think that TSLRCM should make Nebelish's face generic?

Seconded. This would really complete the mod. I would also look through Lorso's lines and see what she says. I believe she does not specifically refer to a part, but it is still worth a look.

I was in the beta and got to lvl 20 with a Sentinel. I did not end up buying the game because I absolutely hated the lack of auto-attack. It is integral if your combat system does not mirror DDO's, to have auto attack. The combat ends up feeling like a cheap version of WOW's that was trying to emulate DDO but failed on all accounts.
