I've check Juhani's dialogue file and found out the line you mentioned is meant for a female player who has turned off Juhani's romance, since in DLG Editor, the comment for this line is "// female romance inactive". However, it seems like the line doesn't have gender check. I believe that it was an oversight on the developer's part and it does not mean Juhani can be romanced by a male player.1 point
