Yeah, some changes where made to a_jediatk in 1.8. And the actual turning hostile was turned to a_jediatk2. So if it never got called, they never got hostile.
1.8.2 indeed doesn't install it. However M4-78EP does place a 650jedi.dlg in the override. Although you mentioned not using it...
a_jediatk and a_jediatk2 are inside 650DAN.mod, like most TSLRCM files are in .MOD files.
You mention 650jedi.dlg is supposed to call a_jediatk. Does it also mention a_jediatk2? If not, there's your issue...

With all the new people I might as well make a new char too, after all, only finished 1/4 of the Republic storylines. Which do you guys need? Pick a type (DPS, healer, tank) and one of 3 classes. Only the consular isn't allowed

But yes, USM isn't compatible. And like Senka said, you need a save from before the module was initiated.
