      Convert2DA is probably the one you are thinking of-Kex. The original GUI-based one converts to and from tab-delimited text, which allows you to do the editing in a spreadsheet program like Excel, etc.  It's still available at - https://www.starwarsknights.com/tools.php  or the direct link - https://www.starwarsknights.com/mtools/Convert2da.rar

       

      There's also a commandline tool, also called Convert2DA, included as part of the Xoreos Tools. It convert to and from CSV or ASCII 2DA (i.e. basically space-delimited text). Available from Github - https://github.com/xoreos/xoreos-tools/releases
