A mod requires being approved by an administrator before it is actually uploaded. This is to make sure mod's that break the forum's rules (Like the no porting rule) aren't up for download or mod's that are uploaded are actually legitimate (Wouldn't want to download a virus thinking you were getting a cool mod).
