upd: it may not work because i have android and just put files from tslpatchdata into override folder, i can't use tslpatcher on android, but i have no 2da files and any sort of mods exept this band and I think this should work

If a mod uses a patcher then it is very likely needed.
A patcher creates 2da files when it needs to make changes to the vanilla versions that are inside your game.
You can copy files to a PC, run a patcher, then copy files back to your android.
