It's an issue with your appearance.2da file. If you have it on Steam ensure you are not subscribed to ANY mods on Steam Workshop, including TSLRCM or M4-78EP. If you were you'll unfortunately have to unsubscribe from all, uninstall the game completely, and do the mod build over from scratch. Otherwise ensure any and all TSL/Holopatcher mods ran successfully by checking the installlog files.
