Previous versions of the CSLU Toolkit could not be installed without an active licensing server. This was unavailable for almost two years. This program has been modified by myself and the original authors to allow for an installation without CSLU's servers being active.

Released
The CSLU Toolkit, owned by the Oregon Health & Science University ("OHSU"), exists to build .phn files from audio and text files. These contain phoentic information used by LipSyncEditor to construct new .LIP files for both K1 and K2.
Previous versions of the CSLU Toolkit could not be installed without an active licensing server. This was unavailable for almost two years. This program has been modified by myself and the original authors to allow for an installation without CSLU's servers being active. Instead of using a licensing server, it activates using a preset key that is not locked to any particular host hardware.
The CSLU Toolkit did not work in later versions of Windows, namely 8 and 10. I have modified the Toolkit's code to work in a Windows 8/10 environment.
