I've gotten that before, actually several dozen times. Try running as admin, try re-starting windows, try opening file location and then running the .exe, and ofc try re-installing. I cannot recall precisely how I fixed it, but that's pretty common for me, though it never really halted my work. It being 2:00 a.m. doesn't help my memory either.
