That is way too subjective a measurement.  PC gaming is largely a bloatfest of games that barely take advantage of the high-end computer.  In other words, you can get the sweetest board available with a cpu(s) that hum in unison as your multi-terrabyte HD plays tag with 12 gig RAM and a vid card that heats your home, while a new game will still lag and run @ under 60fps with all sliders to full. 
  
Best to do your homework.  Knowing some programming can only help in case you (insert sexy tag here) come across a better routine (quite possible) to make these over-spending and near-sighted companies (status quo) engine/game work better.
