  1. The mod works. All it does is it changes the forbiditemmask field in the spells.2da file to be 0x0000. The installer will install the file to the override folder. As such it should be installed last to avoid other mods overwriting the change. Also, if you have the steam version, make sure that none of your workshop mods have the spells.2da file in them. As the workshop mods seem to overrule the mods in your default override folder. Or you could just make changes to that mods spell.2da file.
