I have looked through both sites. The one you found was most likely the one I mentioned before for KotOR 1. Alternatively to making one, if somebody could actually walk me through the process of editing a .2da file for TSL(and having it successfully work) It might help me figure where I went wrong and fix it.

jonathan7 made a mod for the original KotOR called character start up changes that simply let you choose your own feats at character select instead of assigning you all the useless ones you get with the vanilla game. I was hoping to request a similar mod for TSL. Looked all up and down the net and couldn't manage to find one, and even tried making one myself to no avail (for some reason the edited 2da file I save to my override folder does nothing.) If anyone could help, I'd appreciate it!
