Bugs and minor inconveniences with TSLRCM 1.8.4

Any time I attempt to run the 1.8.3 installer I get an error saying that "Windows cannot access the specified device, path, or file." if run as administrator it says "Unable to execute file in the temporary directory. Setup aborted. Error 5: Access is denied." I'm using the version on steam with a fresh install and TSLRCM fresh download as well.
