In that cutscene he says: "enough for you to free Onderon" - which doesn't make much sense if Vaklu is ruling, as it is how Tobin wanted it... I don't know. Just a thought. I don't know. Just a thought. I think it would make sense. Colonel Tobin is kind of dead when you confront the queen and Kavar. He is removed from the flow of the events, so he surely does not know what happens in the throne room, actually: the exile may have changed her mind and chose to help the queen instead, for an instance. And what makes it sensible is that Kreia is the master of manipulation, so it wouldn't be suprising that she tells Tobin that Vaklu has fallen while he hasn't at all.
