HELP! BVB garage is inaccessible

Hi all,

 

I've tried, and tried, and TRIED, to get into the BVB Garage where you get the swoop accelerator, to no avail. In the original game, you could just kill the lieutenants in the barracks, grab their pass cards, and be on your way, but now? I have to find a 34-digit alpha-numeric code form someone on the lower level. Easy, right? Well, there's only one problem...

 

There isn't anyone on the lower level (or upper level, for that matter) with a "34-digit alpha-numeric code". I have literally searched everywhere.

 

Any help would be massively appreciated.
