New to modding, need help/recommendations

So i just need the opinion of others on what they think the best script editor, dialogue editor, and stuff like that. Also some point in the direction of some good tutorials.

 

Also what if i wanted to edit lets say some dialogue or whatever in a mod like TSLRCM. Am i allowed to do so? What kind of credit do i have to give i ever care to release anything. Also i have done a lot of modding for other games (DF2/Mots and JKO/JKA, Unreal Tournament), so don't worry about me not understanding, not to mention i know a little C++ and C#. I just need to know all the programs (And what said programs do) i should download and where to find them, and some tutorials.
