How is Autobalance.2da checked for each character

Hm I thought that might be true but most of the ones I checked were set to 1 so I thought I was wrong, I should have tested it out more, thanks much. -
where is each npcs autobalance set assigned? I assumed it was in that npcs utc but I didn't see it, I may just be blind though.
