There has been much controversy about who ordered the attack on Telos. Before TSLRCM was released, it was generally accepted that Malak ordered the Sith Fleet to bomb Telos.
Recent restored content in KOTOR II, however, challenges this belief. Kreia says that Revan attacked Telos to prevent the Jedi from finding another refuge and due to the secret academy Atris had in the polar region.
Today, we will figure out the truth.
For starters, Malak was Revan's apprentice, so, theoretically, Revan could have used him as a proxy to give the Sith fleet orders.
Also, Kreia mentions, "Before the war, Jedi who failed their training were sent to the fields of Telos, to serve the galaxy... not as Jedi Knights, but as farmers and laborers."
You may remember Dustil Onasi, Carth's son. He was Force Sensitive, and after the attack on Telos, became a student at the Sith Academy.
Kreia's previous quote indicates that perhaps Telos was a penal colony of sorts.
What I mean is that Jedi who failed their training were sent there, like it was a prison where inmates worked at stuff such as gardening, and also to satisfy Master A$$hole over there, to prevent him from seeing students who failed their training as the next Sith Lords.
Perhaps, Revan sought to capture Telos in order to recruit a planet's worth of potential Sith and to destroy the Jedi Academy there.
However, Malak likely misinterpreted those orders and decided to destroy Telos, with Admiral Karath proving his loyalty by destroying the planet.
Despite this, Malak, who was always an idiot, failed to destroy the Jedi Academy there. No wonder he got his jaw cut off.
Even so, the destruction of Telos served Revan in at least one way: it ensured that his HK Manufacturing Plant would remain hidden for years to come.
