You can read as much into any line of dialogue as you want. Insults do have a measure of truth in them, whether they are completely true or not is beside the point. I think that Atton's insult has a measure of truth.. it's probably super cold in there.. to show how cold Atris is... haha just another insult to that character.. or it's just cold on the surface.. Wonder if those robes the handmaidens wear are made of cotton?

I'm not sure that makes sense. The Polar Academy is a former irrigation system - water had to be able to flow from there to the rest of the planet. It no longer serves the purpose of an irrigation system, but I imagine the interior would still be warm enough to keep ice from forming. But, if you insist then you should ice the shuttle bay. It's practically outside.
