I came across a video today. It seems someone is attempting to get Star Wars: 1313 made/released. Video found here. If it's legal and pans out to release, I'd personally rather have what was originally going to be made, assuming it's different. However... I don't have high hopes for it to go anywhere. Higher than Aperion, but not by much.

By my perspective- could very well be that Disney/Lucasfilm didn't want to be affiliated in any way with the project. Either people asking for support in the future because of any damage caused by the "mod", or anything else. Afterall, whatever Apeiron claim it as a mod, majority of end-user will called it a Remake, and that's what Disney/Lucasfilm try to anticipate.

In these sorts of fan project situations, there is virtually never any actual formal legal action undertaken, merely the threat of it via a Cease and Desist letter. Most quickly fold when faced with the prospect of an unwinnable court case against a massive corporation and tens or possibly hundreds of thousands of dollars in legal fees and damages.
As to when it happens, and what finally moved Disney to action in the case of Aperion, it's probable that given how insignificant such projects are in the greater scheme of things, and how likely they are to die off on their own, they merely played a waiting game. At some point they decided it had run on long enough to warrant direct intervention. I'd imagine much the same approach to this 1313 project. It has no realistic prospect of ever amounting to anything, so Disney will probably let it run for a while to see if it disappears through natural causes. If not, then eventually they'll trot out a formal C&D.
